Yes, according to the Highway Code, a pedelec45 must be registered with the SNCA.
 

This term refers to bicycles that look like a pedelec25, but have a more powerful auxiliary motor or electric assistance that operates at speeds of up to 45 km/h.

A pedelec45, also referred to as a speed-pedelec, s-pedelec or e-bike, is in fact "a moped within the meaning of the Highway Code".
 

The grant of up to €1,000 is limited to the following 100% electric vehicles:

• quadricycle;
• motorcycle;

• – Rental/Leasing: a copy of the vehicle rental or leasing contract identifying the vehicle by means of its identification number (to be attached only when the application is made by the vehicle owner or when the application concerns a vehicle that is subject to a rental or leasing contract).
• If the applicant is a legal entity, the application can be submitted no earlier than seven months after first registration

A vehicle is considered new if it was registered in the name of the applicant for financial aid no later than 6 months after the first registration of the vehicle.
