Only if it is a hybrid electric vehicle that is rechargeable from an external energy source, whose CO2 emissions do not exceed 50 g CO2/km*, whose date of first registration is between 1 January 2019 and 31 December 2021 and which has not yet been registered abroad. The contract of sale of the vehicle must be signed between 1 April 2021 and 31 December 2021. The first registration of the vehicle must take place no later than 31 December 2021.

EXTENSION for vehicles whose first registration was scheduled for 2021: the deadline for first registration originally set for 31 December 2021 will be extended by 12 months until 31 December 2022 for vehicles ordered no later than 30 September 2021.

*For plug-in hybrid vehicles put into circulation for the first time from 1 September 2020, the combined CO2 emission values of the WLTP (World Harmonised Light Vehicle Test Procedure) test cycle are taken into account.
 

A plug-in hybrid electric vehicle (PHEV) is a self-propelled vehicle that draws energy for mechanical propulsion from the following two sources of energy or power stored on board the vehicle:

• consumable fuel;
• an energy storage or power supply device, such as a battery, capacitor, flywheel or generator; and which is fitted with a device making it possible to fully recharge the electricity storage system from an external energy source that is not on board.

Low-emission vehicles are eligible for a grant of €1,500, i.e. a plug-in hybrid vehicle with CO2 emissions that does not exceed 50 g CO2/km, if the sale, rental or leasing contract is concluded between 1 April 2021 and 31 December 2021 and the vehicle is first put into circulation no later than 31 December 2021.

The vehicle must belong to the following category:

• car, comprising – in addition to the driver's seat – a maximum of eight seats;
• van.

In order to benefit from the State grant for 100% electric vehicles ordered (date of the sales contract) between 1 April 2021 and 31 March 2022, the eligibility conditions must be met and the following documents must be submitted to the Environmental administration: 

• the application form (download the form from Guichet.lu);
• the vehicle registration certificate indicating the type of vehicle;
• the certificate of conformity of the electric vehicle (COC);
• for legal entities, a copy of the document drawn up by the electricity supplier, proving that the applicant requesting State aid has subscribed, before the date of submission of the application, to a contract for the supply of green electricity from 100% renewable sources;
• a copy of the contract of sale of the vehicle, if the date of conclusion of the contract of sale is between 1 April 2021 and 31 March 2022 inclusive or if the vehicle is first put into service no later than 31 December 2022 inclusive.

Rental/Leasing: a copy of the vehicle rental or leasing contract identifying the vehicle by means of its identification number (to be attached only when the application is made by the vehicle owner, or when the application concerns a vehicle which is subject to a rental or leasing contract).

If the applicant is a legal entity, the application may be submitted no earlier than seven months after first registration
 

No, in order to be eligible for a State grant the vehicle must be new.

A vehicle is considered new if it was registered in the name of the applicant for financial aid no later than 6 months after the first registration of the vehicle.

This definition also applies to exhibition models with a certain mileage.

No, there is no restriction on where the 100% electric vehicle can be purchased.

However, the first registration of the vehicle must be in Luxembourg and the vehicle must remain registered in Luxembourg for at least seven months in the name of the applicant who received the grant.
 

Yes, the grants can be combined.

For example, a person can purchase a 100% electric car (electrical energy consumption ≤ 18 kWh/100 km) and a 100% electric moped. Then, subject to compliance with all the conditions, this person can obtain a grant of up to €8,000 and a grant of up to €1,000.

However, only one grant of up to €600 for a bike (bicycle/pedelec25) can be requested per person every five years.
 

No, no residency restrictions apply.
However, the first registration of the vehicle must be in Luxembourg and the vehicle must remain registered in Luxembourg for at least seven months in the name of the applicant who received the grant.
 

No, only the date of the sales contract is taken into consideration when assessing eligibility for a grant.
