As part of the 2030 Integrated National Energy and Climate Plan (PNEC), the Ministry of the Economy is supporting the development of agri-PV in Luxembourg through calls for tenders. An initial call was launched in 2023, followed by a second in 2025, which is open from 15 February to 1 September.
These calls for proposals focus exclusively on the installation of so-called agrivoltaic power stations (“agri-PV”), a model that combines agricultural production, renewable electricity generation, and the enhancement of biodiversity. By integrating these three dimensions, agrivoltaic installations allow for the optimised use of agricultural land.
To contribute to the PNEC’s 2030 targets, the government plans to allocate approximately 350-380 MW of additional agri-PV capacity on an indicative basis. Selected companies may, in principle, sign a 15-year feed-in tariff contract, which guarantees compensation based on the electricity they produced and fed into the grid.
To achieve this target, an indicative multi-year schedule has been established to allow farmers and investors to anticipate opportunities. Four calls for tendres are planned between 2025 and 2028. The next call for tenders is scheduled for spring 2026.
These calls distinguish between three types of installations:
- power stations equipped with vertical bifacial panels or trackers,
- shade structures,
- ground-mounted power stations.
These projects aim to boost renewable electricity production while supporting agricultural activity and protecting biodiversity.
