Klima-Agence's offer to support municipalities and their electromobility projects

Klima-Agence, in collaboration with the Ministry of the Economy, has developed a series of documents to help municipalities launch their own concessions for public charging infrastructure. In addition to several key components, such as a model concession agreement and technical specifications, Klima-Agence also provides neutral project support. This support includes a range of online resources as well as personalised guidance from the “Ladelotse” (Charging Infrastructure Advisor).

These documents define the framework for a public service concession through which a municipality delegates to a private operator the installation, equipping and operation of public charging infrastructure for electric vehicles, complementing the existing national charging network.
The concessionaire carries out a public service mission at its own risk and expense, financing all or part of the installations, ensuring their continuous availability, maintenance and compliance with national and European regulations, particularly the AFIR Regulation, while supplying the infrastructure exclusively with renewable energy.

The concession agreement guarantees fair and non-discriminatory access to the charging infrastructure, transparent pricing and interoperability. The concessionaire is remunerated solely through operating revenues, in compliance with regulated maximum tariffs, and pays a concession fee to the municipality. The agreement also provides for the possible expansion of the charging network, defines the concessionaire's responsibilities and insurance obligations, and ensures that ownership of the installations is transferred back to the granting authority free of charge at the end of the concession period.

On the pro-charging.lu website, municipalities can consult the charging capacity that will need to be installed within their territory by 2030 to align charging infrastructure with the National Energy and Climate Plan (PNEC) targets. They can also identify potential project partners by publishing their charging concession on the platform.
