What is the legal basis for the obligation to check the EPC when issuing building permits?
According to Article 4 of the RGD 2021 (Règlement grand-ducal du 9 juin 2021 concernant la performance énergétique des bâtiments), a building permit can only be issued if the EPC is complete and the minimum and general requirements contained therein regarding energy efficiency are met. This applies to both residential and functional buildings.
