Call for tenders for Agri-PV projects
The second call for projects for Agri-PV projects benefiting from a 15-year market premium contract for the injection of electricity produced for the construction and operation of agri-photovoltaic solar power plants in Luxembourg is open until 1 September 2025.
The aim is for these ‘agri-PV’ power plants to deliver threefold benefits in terms of renewable electricity production, agricultural production, biodiversity and nature protection.
The call for tenders is divided into three lots:
- Lot 1: Vertical bifacial panel power plant or Tracker (power > 100 kWp and ≤ 5 MWp).
- Category 1: Grassland used for fodder or grass production.
- Category 2: Grassland used for livestock farming (including poultry farming).
- Category 3: Arable land for all crops (including special crops).
- Lot 2: Photovoltaic canopies (power > 100 kWp and ≤ 5 MWp)
- Category 4: Special crops.
- Lot 3: Ground-mounted power plants (output > 100 kWp and ≤ 5 MWp)
- Category 5: Grassland (forage and livestock) and arable land.

Power plants on buildings are excluded, as are defined non-eligible areas.
An active farmer must be involved in the project and hold an equity stake in it.
A concept must be submitted presenting the agricultural project and demonstrating the improvement in the ecological quality of the area.

A webinar to guide agriPV stakeholders
An information webinar was organised at the request of the ministry of the Economy, SMEs, Energy and Tourism to support project developers interested in this second call for tenders.
The aim of the webinar was to inform, equip and mobilise project developers, farmers and other stakeholders in the energy and agricultural sectors about the opportunities offered by this form of renewable energy production.
Participants were able to find out about :
- the process and conditions of the call for tenders
- the lessons learned from the first pilot call for tenders
- the integration of renewable energy in the agricultural sector
- the support planned for applicants
- and many other aspects of the project...
