As part of its commitment to a green and sustainable transition, the Luxembourg government—led by the Ministry of the Economy, SMEs, Energy and Tourism, and the Ministry of the Environment, Climate and Biodiversity—is launching a call for projects aimed at municipalities and municipal syndicates to support the development of “Smart City” solutions.
Accelerating the Dual Green and Sustainable Transition
Submitted projects must fall under at least one of the following three focus areas:
- Smart Mobility: intelligent and sustainable mobility
- Smart Energy: optimised energy management
- Smart Resources: efficient resource utilisation
The objective is to position the “smart cities” as driver of the ecological transition by promoting more rational use of resources and energy through digital solutions.
Budget and Support
The call for projects is backed by a total budget of €5 million, allocated over two years. Selected projects may receive co-financing of up to €500,000 per municipality or municipal syndicate. This financial support aims to offset the limited economic profitability typically associated with the early stages of such 0 Higher co-financing rates will be granted when several municipalities collaborate or in the case of municipalities with fewer than 3,000 inhabitants.
Each innovative project will also benefit from support provided by the Ministry of the Economy and Klima-Agence to enhance its quality and feasibility ahead of submission to the Climate and Energy Fund.
Selection Criteria
Projects will be evaluated on several criteria:
- the quality and relevance of the proposal
- the degree of innovation or novelty within the municipality
- the social and environmental impact
- the quality and ambition of the key performance indicators
- the data management strategy (open data, cybersecurity, interoperability, etc.)
- the project’s sustainability, implementation plan, and follow-up
A jury composed of representatives from the Ministry of the Economy and Klima-Agence will conduct a pre-selection of applications. The evaluation process will be documented and communicated to all project applicants.
Two Application Rounds
To accommodate both ready-to-launch projects and those requiring additional development time, two submission deadlines are scheduled:
- 1st wave : by 16 November 2025,
- 2e vague : by 15 March 2026.
